Cosmetic raw materials refer to the various natural, synthetic, or extracted substances utilized in the production of cosmetic products. Based on their intended function, these materials can be broadly categorized into base ingredients, auxiliary ingredients, and functional ingredients. Base ingredients constitute the primary bulk of a product, comprising components such as oils, powders, and solvents; auxiliary ingredients serve to stabilize the formulation or impart specific attributes-such as fragrance or color-and include substances like preservatives and perfumes; functional ingredients, conversely, provide specific benefits such as moisturization or skin whitening.

Certain raw materials-such as PFAS-have faced usage restrictions in numerous countries due to safety concerns; for instance, France currently mandates that the residual concentration of such substances must not exceed 25 ppb. Furthermore, biotechnology has emerged as a new frontier in raw material research and development, with extracts derived from unique high-altitude flora increasingly being utilized to develop functional ingredients possessing properties such as antimicrobial and antioxidant activity.
